Egypt Announces A Ministerial Shuffle: 13 New Ministries To PM Madbouly’s Cabinet

In its plenary meeting on Saturday, the House of Representatives approved the cabinet shuffle that had been proposed to Parliament, with Dr. Mostafa Madbouly continuing in his position as prime minister.

This shuffle came to include 13 ministries as follows:

  • Khaled Abdel Ghaffar: Ministry Of Health and Population Ministry
  • Suha Nashed: Ministry Of Immigration and Egyptians Abroad
  • Hisham Amna: Ministry Of Local Development
  • Muhammad Ayman Ashour: Ministry Of Higher Education and Scientific Researches
  • Nevin Youssef: Ministry Of Culture
  • General Mohamed Abbas Helmy Hashem: Ministry Of Civil Aviation Lieutenant
  • Major General Mohamed Mohamed Salah El Din: Ministry Of Military Production
  • Reda Hegazy: Ministry Of Education
  • Ahmed Eissa: Ministry Of Tourism and Antiquities
  • Hassan Mohamed Hassan Shehata: Ministry Of Manpower
  • Mahmoud Mustafa Kamal: Ministry Of Business Sector
  • Ahmed Samir: Ministry Of Commerce and Industry Representative
  • Hani Swailem: Ministry Of Irrigation and Water Resources

Khaled Abdel Ghaffar, Minster of Health and Population

Khaled Abdel Ghaffar is the former Dean of the Faculty of Dentistry at Ain Shams University.

In addition, he worked as a visiting professor at the Faculty of Dentistry at the University of Texas and Georgia in the United States of America.

He was first appointed as Minister of Higher Education in February 2017.

Then, he assumed the position of Acting Minister of Health Hala Zayed in October 2021. He has been officially appointed as the Minister of Health in the new cabinet formation.

Reda Hegazy, Minister of Education

Reda Hegazy is a research professor at the Training and Media Department at the National Center for Examinations and Educational Evaluation.

He holds a PhD in Curriculum and Instruction Management from Mansoura University.

Hegazy has held several leadership positions, most notably the head of the public education sector at the Ministry of Education and Technical Education in November 2015.

In addition to other positions like the deputy director of the Professional Academy for Teachers, the deputy head of the general environment for literacy and adult education, the director of the Regional Center for Adult Education in Sers Al-Layan until 2012.

Hegazy was appointed as deputy minister of education Teachers Affairs in December 2019.

Dr. Mohamed Ayman Ashour, Minister of Higher Education

Dr. Mohamed Ayman Ashour assumed the position of Minister of Higher Education.

He holds a bachelor’s degree in architecture in 1982 from Ain Shams University, a master’s degree in 1986 and a doctorate in 1996.
Also, Ashour is the founder and chairman of a private architecture firm called Archplan, which has projects in the United Kingdom, Egypt, the United Arab Emirates, Morocco and Oman.

Soha Samir, Minister of Emigration and Expatriate Affairs

She is a graduate of the Faculty of Al-Alsun at Ain Shams University

Soha Samir El-Gindy was Egypt’s first woman ambassador to Ireland from 2015 to 2019

Samir served as a diplomat in several countries, including Germany from 1992 to1994, Romania from 1999 to 2003

, and deputy head of Egypt’s Permanent Commission to the United Nations in New York from 2006 to 2010

Ahmed Eissa Taha, Minister of Tourism ad Antiquities

Minister Ahmed Eissa Taha earned his bachelor’s degree in accounting from Ain Shams University’s Faculty of Commerce in 1991,

he also earned an MBA in cooperative finance from UNC Kenan-Flagler Business School.

Taha was the CEO of Egypt’s Commercial International Bank’s Retail Banking division,

the chairman of the Non-Banking Financial Services subsidiary,

and a member of the Executive Management Committee (CIB).

He also belongs to the American Chamber of Commerce.

Dr. Nevine Youssef El Kelany, Minster of Culture

Dr. Nevine Youssef El Kelany will assume the post of Minister of Culture succeeding Inas Abdel Dayem’s Era in the Minister of Culture.

Kelany was the current dean of the Higher Institute of Art Criticism at the Academy of Arts.

She got graduated in 1989, and received her PHD in Art Criticism from the Academy of Arts in 1995.

She also worked as an assistant to the former head of the Cultural Development Fund

and was also appointed as the head of the Cultural Development Fund

in addition to her previous experience in the public relations department in Cairo Opera House.

Hesham Amna
Minister of Local Development

He obtained his Bachelor’s degree in military science and commerce and assumed many leadership posts in the military field and served as the governor of northern Egypt’s Beheira since August 2018.

He had previously received the Medal of Long Service and Good Example, the 25th of January Medal, and the Military Duty Medal of the first class.
